Welcome back!
It isn't on DVD because it is owned by the King of Luxembourg, who happens to be a strangely eccentric fellow. He won't allow circular objects of any type in his palace. All the royal china is square; all the toilets are shaped like triangles. There isn't a wheel to be found in the place. Cassette tapes are permitted, but the gears inside must be octagonal. DVDs, therefore, are completely out of the question.

Never heard of it?!? Never heard of Ray Bradbury's 'The Halloween Tree'? Check the local library, I think you just found a new story to read to your young'uns.

If you plan on eatting a Luxemburger, make sure you cook it well done. Always use blue cheese as a garnish. If you must use mustard, don't use Frenchs. French and Luxemburg don't mix well at all. No more than one onion slice and no more than two tomato slices. The bun can be warm but must never be toasted. A Kosher dill wedge pickle is mandatory. If you plan on fighting vampires later in the night, make sure the pickle has been soaking in garlic for at least a week. It is considered bad form to drink your beer from a bottle and you should only be drinking from a 12oz pilsner glass that has been frosted for a minimum of a fortnight. If you can't find a fort, but the glass in the freezer for 14 days. Enjoy!

I think the reason it was never widely released on DVD was because it was an HB production. They folded and their library was bought out by WB which bought up much of the Rankin Bass library as well. It's mainly because there wasn't someone to release the material that it didn't get out. And there could have be some rights issues involving Bradbury's material.
The DVD release is just this year. It's not badly priced considering some of the releases from the WB archive DVDs. But they tend to be skimpy about extras. The WB archives tend to be publish-on-demand so you're not likely to see them in stores. But it does at least provide a legal way to get the material.
